A lot of people seem displeased with the results of their searches. Meanwhile, google makes money off the bad search engine it has evolved.
SPAM gets them money at this point, because getting to tup positions naturally is quite hard.
When they’ll really have problems with SPAM, they’ll address the problem, and solve it 🙂
at some point, the users will get tired of spam. and then?
If they’re smart (and they are), they’ll quickly resolve the issue and remove lots of the spam sites.
I am sure they are not disregarding the spam reports just…. archiving them 🙂
And most important: users don’t have a choice for now…. not a real one. Bing is not a threat at this point.
